Engineering and Feasibility Study

A comprehensive Engineering and Feasibility Study will address economic, environmental, social and engineering issues to help determine the fate of four dams on the Boardman River near Traverse City, and within Grand Traverse County, Michigan. The City of Traverse City (City) and Grand Traverse County (County), as owners of the Dams, have no predisposition or bias about the future of the dams. As a result, this study assesses all reasonable, feasible options for the future of the dams, including (but not limited to) dam retention and dam removal. Based upon this thorough assessment, the Boardman River Dams Committee will make its recommendations for the future of the dams to the Implementation Team, City and County. Legal Opinion regarding Property Ownership of the Boardman Pond Bottomlands

In June of 2006 the Property Owners Issues Team, after careful consideration of responses to a Request for Qualifications, contracted with Varnum, Riddering, Schmidt, and Howlett, Attorneys at Law to conduct a review and render an opinion regarding ownership of the Boardman Pond bottomlands. Preliminary Restoration Plan for the Boardman River

The Preliminary Restoration Plan (PRP) is required by the US Army Corps of Engineers (USACE) for the project to be eligible for USACE funding. The PRP outlines issues involving the dams and recommends a course of action. Finalized July, 2006.

Boardman River Settlement Agreement

This Settlement was negotiated among the Parties (Michigan Department of Natural Resources, Michigan Department of Environmental Quality, United States Department of Interior Fish and Wildlife Service, Grand Traverse County, the City of Traverse City, Traverse City Light and Power, the Michigan Hydro Relicensing Coalition, and the Grand Traverse Band of Ottawa and Chippewa Indians) to facilitate the decommissioning and disposition of the Boardman River Dams. May 2005.
